What is MSDE 7910 / Technical Assistance Bulletin 20-02?

Issued by the Maryland State Department of Education (MSDE), this guidance outlines specific state-level requirements:

  • As of 2020, all public-facing and instructional digital content must meet WCAG 2.0 or newer standards
  • Applies to websites, documents, learning tools, and vendor platforms
  • Requires districts to integrate accessibility into procurement, training, and publishing processes
  • Supports compliance with both Section 504 and ADA Title II

Effective immediately, this policy is enforceable and applies to all local education agencies (LEAs) in Maryland.

What is Title II of the ADA?

As a public K–12 institution, you are required under Title II of the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act to ensure that digital content is accessible to students, families, and staff with disabilities.

This includes more than just your school's homepage; it covers:

  • School and district websites
